Kelly Bellamy, LCDC

Kelly Bellamy is a Licensed Chemical Dependency Counselor with more than 30 years of experience specializing in criminal justice and law mitigation. Since 1992, she has provided expert evaluations, testimony, and mitigation services that humanize clients and influence judicial outcomes.

She has founded and operated three outpatient clinics dedicated to justice-involved populations and has helped design and implement problem-solving courts, including Tarrant County’s Felony Alcohol Intervention Program. Her work has been recognized by the Tarrant County Criminal Courts, the North Texas Council of Governments Policy and Planning Development Committee, and the Texas Association of Addiction Professionals, which honored her as Fort Worth Counselor of the Year.

A trusted expert witness for defense attorneys, prosecutors, and family law practitioners, Kelly is known for her clinical precision, credibility, and ability to highlight the behavioral health needs underlying criminal cases. A graduate of Texas Woman’s University, she continues to advance innovative mitigation strategies that bridge behavioral health and the justice system.

Jes Montgomery, MD

Dr. Jes Montgomery received his M.D. from Louisiana State University School of Medicine in 1979 and attained certification in the American Society on Addiction Medicine in 1987. He is a diplomat of both the American Board of Psychiatry and Neurology and the American Board of Addiction Medicine and has worked in the treatment of addiction since 1987.  Dr. Montgomery has served as Lead Psychiatrist and Medical Director of nationally known treatment providers, including Sante Center for Healing, Pine Grove Behavioral and Addictions, All Points North, and Serenity View Recovery Center.  In addition, he maintains a limited private practice of Psychiatry and Addiction Medicine. Dr. Montgomery testifies in both family and criminal courts and conducts forensic and psychiatric evaluations.

In 2019 when Neal began working closely with individuals and families navigating the uncertainty of mental illness, substance use, and the justice system. He created Elevated Lifestyle Academy (ELA) to focus his vision of helping others.

Laurie Roe, MA, LPC-A, LCDC

Laurie Roe is a Licensed Professional Counselor Associate, supervised by Dr. Lori Ryan, LPC-S, and a Licensed Chemical Dependency Counselor. She holds a Master of Arts in Counseling from BH Carroll Theological Institute and brings more than two decades of experience serving individuals and families impacted by addiction, trauma, and mental health challenges.

Laurie currently serves as the President of the Fort Worth Chapter of the Texas Association of Addiction Professionals (TAAP) and as the Legislative Chair for TAAP statewide. Her leadership and advocacy work have extended to the Texas Certification Board and the Mental Health Advisory Board for Tarrant County College.

Her career began in 1999 with Pacific Youth Ministries, where she provided Christian counseling to at-risk youth in truancy court. Since then, Laurie has worked across diverse settings including non-profits, case management, interventions, and both individual and group counseling. She is trained in Brainspotting and Gottman Couples Counseling and now operates in private practice through Renewing the Mind Counseling, Coaching, and Intervention.

Laurie’s clinical specialties include addiction recovery, trauma, family systems, and spiritual issues. She has been recognized for her professional excellence and advocacy with numerous awards, including:

  • 2021 Robert Miles Legislative Advocate of the Year (TAAP)
  • 2022 Professional of the Year (Fort Worth TAAP)
  • 2024 Sierra Tucson Gratitude for Giving Award – Lifetime Achievement in Counseling and Ministry
  • 2025 Recovery Advocate Hero Award (Gemini Recovery Community Heroes in Recovery)

Through her counseling, advocacy, and leadership, Laurie continues to advance the field of addiction and mental health while inspiring hope and healing for individuals, families, and communities.

Priscilla Peltier

Priscilla Peltier is the founder and CEO of Integra Wellness Solutions, where she spearheads executive consulting, clinical service expansion, and corporate diversification strategies. Widely recognized as a brain injury specialist, she has developed a reputation for her expertise in traumatic brain injury (TBI) care, rehabilitation, and advocacy, as well as her extensive work in substance use disorders, behavioral health, personal injury, government relations, and research & development.

s a respected national speaker at medical and legal conferences, Priscilla provides thought leadership on brain injury treatment, long-term recovery, and the integration of behavioral health in complex clinical and legal cases. A passionate advocate for veterans and first responders, she leverages her clinical background to champion improved access to care and comprehensive support for these populations.

Priscilla earned her Bachelor of Science in Nursing from William Carey University and holds dual certifications in Neurology and Physical Medicine & Rehabilitation. Her career reflects a unique integration of clinical expertise in brain injury, advocacy, and strategic business leadership, advancing innovation in healthcare delivery and organizational growth across multiple sectors.
